Abbreviated Rules per CC&R’s; Article 2, Use Restrictions
And Homeowner Approved Rules
- There are no short-term rentals, such as VRBO’s allowed in Sandpiper.
- Outdoor lighting – only indirect, low intensity, non-colored lighting for permanent display.
- Limited pets. 2 dogs per household, a cat or other small animal permitted. No exotic animals. Pets are not permitted to be loose or unsupervised on the property. Cleaning up after your pet is required, not doing so can result in a fine of $25.00 per incident.
- No commercial trucks, personal trailers, boats, or other vehicles are allowed on streets or driveways except for temporary loading and unloading. Areas designated for parking may only contain operable vehicles.
- Street parking allowed with parking pass in designated areas only. Overflow and visitor parking is available between Units 8 & 9, and above the pool as long as each vehicle has a permanent or temporary parking pass issued by Sandpiper HOA. All vehicles must be licensed and operable. No vehicle can stay in one place for longer than 10 days without permission from the board. Refer to your parking map for details. Parking violations may result in a $100.00 fine and towing at the owner’s expense. Please review the Parking Rules and Regulations separate handout.
- The speed limit throughout the property is 10 miles per hour.
- Garage doors should remain closed except for when in use.
- No reflective material such as aluminum foil to be placed on windows.
- No outside basketball hoops, storage sheds, dog runs or wood piles or other permanent or semi-permanent items without Board approval. All entrances front and rear including pony walls and driveways must be kept free of clutter including, but not limited to, gas cans, laundry, toys, and excessive décor.
- No rubbish, trash or debris is allowed to accumulate on the premises.
- No extremely loud noises, whether inside or outside with stereo or other equipment.
- No radio, television antennas, or satellite dishes will be placed on the unit without prior board approval.
- Any security video device should be limited in range to the owner’s physical property and not include surveillance of another Unit unless permission is obtained by the owner of the other unit(s), and the other unit owner is aware of the possibility of being video/audio taped.
- No sleeping or living in cars any where on the property.
FAILURE TO COMPLY WITH ANY OF THE ABOVE RULES MAY RESULT IN FINES BY THE ASSOCIATION PER THE VIOLATION ENFORCEMENT POLICY.

VIOLATION ENFORCEMENT POLICY
The Sandpiper Resort Owners Association (the “Association”) is charged with the responsibility to enforce the Declaration of Covenants, Conditions and Restrictions for Sandpiper Residential Community and the amendments thereto (the “Declaration”), as well as all rules and regulations adopted by the Association (the “Rules”). The Board of Directors (the “Board”) has the power to act in all instances on behalf of the Association, and may enforce the Declaration and Rules in any manner provided for in the Declaration, Bylaws, or Articles of Incorporation of the Association. Such enforcement measures include, but are not limited to, the right to file an action against a defaulting Owner and/or Occupant of the Lot, and the right to impose monetary penalties for noncompliance.
The following violation enforcement policy is established for the assessment of monetary penalties for infractions only, and shall not restrict the Board’s right to enforce the Declaration, Bylaws, or Rules in any lawful manner. Further, pursuant to Article XIII of the Declaration, the Association and the Board shall have the authority to correct a violation, and to do whatever is necessary for that purpose, and all expenses in connection therewith shall be charged to and assessed against the Owner in violation.
To that end, the following policy and procedure will generally be used. However, the Board may vary from this policy depending on the nature and/or number of violations, and the past violation history of the Owner or Occupant who is in violation of the Constituent Documents.
